Densely caespitose perennial. Stems 12-58 cm, scabrid above. Leaf sheaths open nearly to base, smooth or weakly scabrid, with deciduous blades. Leaf blades 0.4-0.6 mm broad, very scabrid, rigid, glaucous, pruinose, with short hairs at base; veins 5 , ribs 3; sclerenchyma forming a somewhat interrupted or unequal ring thickened at base. Panicle 3-7.5 cm, rather dense; branches scabrid. Spikelets 7-8 mm, glaucous, pruinose, with 4-6 florets. Upper glume linear-lanceolate, 3.7-4.6 x 1.2-1.4 mm, acuminate, with distinct scarious margins. Lemma subulate-lanceolate or lanceolate, 4.6-6.1 x 1.6-2.1 mm, long-acuminate. Awn 1/3 x to more than 1/2 x lemma.
